For over 35 years, Joshua LaBarge has been a catalyst in the housing community, offering a new vision for affordable housing in California. By providing exceptional service, timely communication, responsiveness, accurate reporting, and proactive maintenance, Mr. LaBarge has reset expectations for quality affordable housing developments. Both independently and in partnership with investors and business partners, he has been responsible for the development of over 3,000 low income multifamily and senior housing communities to date in Southern California. Mr. LaBarge has also acquired and rehabilitated more than 1,500 multi-family units and developed new single-family homes to help revitalize distressed neighborhoods.

His accomplishments and investments in rebuilding communities have earned him widespread recognition by the industry, where he is known for offering the protection and professionalism of a large management company with the personal attention of a smaller organization. In 2017, Mr. LaBarge was awarded the Best Affordable Housing Community under 30 dwelling units per acre and the Sage Award for the Best 55+ Community for the Bloomington Grove/Lilian Court project.

In 2018, Mr. LaBarge and Quality Management Group Inc (Quality) announced the company’s first expansion into Northern California through a new partnership for property management services for Franco Center in Stockton.

In an industry with a continuously shifting regulatory environment, Mr. LaBarge’s extensive experience and proven leadership helps provide clients and property owners with the confidence that Quality Management Group can help take their project to a new level. He holds certifications in residential and commercial property management and is affiliated with the Building Industry Association, California Realtors Association, American Institute of Architects, and the League of California Cities.
